    THE BRITISH PRIME MINISTER, MR. HAROLD WILSON, LEAVES LONDON FOR LAGOS TOMORROW (27 MARCH) FOR TALKS ON THE NIGERIAN CIVIL WAR. THE STATE HOUSE AT LAGOS, THE OFFICIAL RESIDENCE OF THE NIGERIAN HEAD OF STATE, WHERE HE WILL STAY, IS BEING GIVEN A FACE-LIFT FOR THE OCCASION.

    DURING THE LAST FEW DAYS WORKERS HAVE GIVEN A NEW COAT OF WHITE PAINT TO THE BUILDING AND OTHER REPAIR WORK HAS BEEN CARRIED OUT.

    THE STATE HOUSE OVERLOOKS THE LAGOON WHERE THE BRITISH ASSAULT CRUISER FEARLESS WILL BE ANCHORED DURING HIS VISIT. LAST YEAR MR. WILSON HAD TALKS WITH MR. SMITH, THE RHODESIAN PREMIER, ABOARD THE FEARLESS.

    MR. WILSON IS VISITING NIGERIA FOR TALKS WITH GENERAL GOWON, THE NIGERIAN HEAD OF STATE AND IS ALSO EXPECTED TO MEET LEADERS OF THE FEDERAL ARMED FORCES. THIS OBJECT IS TO MAKE A PERSONAL ASSESSMENT OF THE POLITICAL DEADLOCK IN THE WAR WITH BIAFRA.

    THERE IS NO SUGGESTION AT PRESENT THAT HE WHEEL ACT AS A MEDIATOR BETWEEN THE TWO SIDES. MR. WILSON'S OFFER LAST DECEMBER OF PEACE TALKS ABOARD A BRITISH SHIP WAS REJECTED BY THE LEADERS IN THE WAR.
