    ELEVEN WEST GERMAN PARLIAMENTARY COMMITTEES BEGAN A TWO-DAY SESSION ON THURSDAY (22 JANUARY) IN THE HISTORIC REICHSTAG IN WEST BERLIN, DESPITE A WARNING FROM EAST GERMANY THAT THEY HAD NO RIGHT TO BE THERE. IN WHAT OBSERVERS CONSIDERED A DIRECT RETALIATION AGAINST THE MEETINGS, EAST GERMAN BORDER GUARDS CARRIED OUT ON-AND-OFF STOPPAGES OF TRAFFIC ON ROUTES TO THE CITY THROUGH EAST GERMANY SINCE WEDNESDAY (21 JANUARY).

    THE MEETINGS STARTED WITH A SESSION OF THE COMMITTEE FOR THE INTERIOR (INNENAUSSCHUSS), FOLLOWED BY A COMBINED MEETING OF THE COMMITTEES FOR FOREIGN AFFAIRS AND FOR INTER-GERMAN RELATIONS.

    AMONG THOSE ATTENDING THE SESSIONS WERE DR. JOHANN BAPTIST GRADL, WHO LED THE COMBINED FOREIGN AFFAIRS AND INTER-GERMAN RELATIONS COMMITTEE; FORMER DEFENCE MINISTER GERHARD SCHROEDER AND WEST BERLIN MAYOR KLAUS SCHUETZ.

    THE EAST GERMANS ARE PROTESTING THE MEETINGS BECAUSE THEY CONSIDER WEST BERLIN AN INDEPENDENT POLITICAL ENTITY AND THEREFORE OUT-OF-BOUNDS TO BONN POLITICIANS ON OFFICIAL BUSINESS.

    THE EVENTS COME ONLY A FEW DAYS AFTER EAST GERMAN LEADER WALTER ULBRICHT, IN A MAJOR INTERNATIONAL PRESS CONFERENCE, APPEARED TO LEAVE THE DOOR OPEN FOR NEGOTIATIONS WITH BONN ON IMPROVING RELATIONS. DURING THE RECENT EXCHANGES BETWEEN THE TWO COUNTRIES, THE EAST GERMAN LEADER HAS STUDIOUSLY AVOIDED ANY REFERENCES TO THE PROBLEM OF WEST BERLIN FOR WHAT HE TERMED "CERTAIN REASONS".
