    Dwight D. Eisenhower, U.S. President opened at tenth concultative committee meeting of the Colombo Plan conference, Seattle, U.S.A., November 10. Secretary of State, John Foster Dulles welcomed him.

    Outlining a five-point plan for the United States in its efforts to assist in the growth of South and South East Asia, he proposed that the larger free nations should join in a financial pool to help the lesser-developed countries outside the Soviet orbit to share in a decade of unprecedented economic progress.

    His main points were falls for expanded international trade, for technical skills, for private investment, for normal bankable loans and for financing to cover other sound projects which will afford the borrower flexibility regarding terms of repayment.

    There was applause as he entered the room and throughout his speech.
