    In an atmosphere of super-secrecy, Secretary of State Christian Herter, and Intelligence Chief Allen Dulles, met eighteen Senior Republican and Democrat members of Congress in a conference room of the Capitol building May 9 to give them a confidential report on the May 1 shooting down of an American U-2 "spy" aircraft over Russia.

    To guard against reporters overhearing, a heavy blanket was hung over the doorway of the conference room, and security guards checked the identity of people knocking to be admitted.

    After the one-and-a-half hour conference, Mr. Herter issued a statement in which he said that President Eisenhower had issued "directives based on the National Security Act of 1947" for the gathering of information on possible surprise attacks by "every possible means".

    He went on to say that America had been conducting 'spy' flights along the "frontiers of the Free World" for the past eight years. These flights, said Mr. Herter, have apparently not been a secret" to Russia. He accused the Russians of raising the issue now as a propaganda move prior to the May 16 summit conference in Paris.

    While the conference was going on, President Eisenhower was holding a special meeting of the National Security Council.

    Later James Hagerty, White House spokesman, denied that President Eisenhower had ordered all American flights over or near Communist borders to be halted.
