    MR HEATH TOLD A PRESS CONFERENCE THAT THE BREAK UP AFTER 16 MONTHS OF NEGOTIATION MEANT THE LOSS OF OPPORTUNITIES FOR MILLIONS, AND GRAVELY AFFECTED THE FUTURE OF WESTERN EUROPE AND THE WESTERN ALLIANCE.IT WAS A SERIOUS SITUATION.BRITAIN AND THE FIVE MUST CONSIDER FUTURE ACTION.HE DESCRIBED THE END OF NEGOTIATIONS AS "A BLOW TO THE CAUSE OF THAT WIDER EUROPEAN UNITY FOR WHICH WE HAVE BEEN STRIVING".
