Background: With rare unanimity, the United Nations Security Council approved a resolution condemning South African military buildup in Namibia (South West Africa) on Friday night (30 January).

The Security Council also ordered South Africa to refrain from using Namibia as a base for attacks on neighbouring countries - which include Angola.

A few hours before the UND decision, South African Prime Minister John Vorster told the Parliament in Cape town that South African troops had penetrated deep into Angola but had later withdrawn to the Namibia-Angolan border.

Friday's resolution came after a week long debate on Namibia by the Security Council. During the debate, South African Ambassador Roelof F. Botha blasted the Soviet Union and Cuba for intervening in the former Portuguese colony.

However, there were few other direct references to Angola during the debate partly because the Council President, Mr. Salim Ahmed Salim of Tanzania appealed to delegates to concentrate on Namibia's own problems.

The Security Council has set an August 31 deadline for South Africa to adhere to its ruling but diplomats were quoted as saying that it was almost certain that South Africa would refuse to comply.

If the resolution was not obeyed the Security Council would then consider appropriate measures to be taken under the charter which could include sanctions or the use of military force.
