    AS THE GENERAL WITHDRAWAL OF INDIAN AND PAKISTAN FORCES FROM TERRITORY OCCUPIED DURING LAST SEPTEMBER'S THREE-WEEK WAR CONTINUES, INDIAN TANKS HAVE BEGUN MOVING OUT OF THE SIALKOT AREA OF PAKISTAN -- SCENE OF SOME OF THE FIERCEST TANK BATTLES BETWEEN THE TWO SIDES. COMPLETE DISENGAGEMENT OF THE FORCES MUST BE COMPLETED BEFORE 25 FEBRUARY, ACCORDING TO THE TASHKENT AGREEMENT.

    THE WITHDRAWAL WAS AGREED BY PRESIDENT AYUB KHAN OF PAKISTAN, AND PRIME MINISTER LAL BAHADUR SHASTRI, OF INDIA, AT THE SOVIET-SPONSORED PEACE TALKS, AT TASHKENT, LAST MONTH. MR SHASTRI COLLAPSED AND DIED SOON AFTER SIGNING A STATEMENT IN WHICH BOTH SIDES AGREED TO THE MILITARY WITHDRAWAL AND PLEDGED CO-OPERATION IN THE SEARCH FOR A PEACEFUL SOLUTION TO THEIR DIFFERENCES - NOTABLY OVER KASHMIR.

    MRS INDIRA GANDHI, WHO HAS SUCCEEDED MR SHASTRI, AND THE NEW INDIAN GOVERNMENT HAVE SAID THAT THEY WILL CARRY OUT THE TASHKENT AGREEMENT. IN THE MEANTIME, PRESIDENT AYUB KHAN HAS ASKED THE UNITED NATIONS SECURITY COUNCIL FOR HELP IN THE SEARCH FOR A SOLUTION TO THE KASHMIR PROBLEM.

    THE WITHDRAWAL IS BEING MADE TO POSITION THAT THE TWO SIDES HELD BEFORE THE START OF THE 22-DAY CONFLICT.
