AN ORGANISATION WHICH REFUSES TO ACCEPT ONE OF THE MAJOR POLITICAL FACTS OF LIFE OF TODAY'S WORLD TO THE EXTENT OF IGNORING THE EXISTENCE OF THE GOVERNMENT, WHICH HAS SO CLEARLY AND SO LONG, ESTABLISHED ITS AUTHORITY OVER A POPULATION EMBRACING A QUARTER OF THE HUMAN RACE, IMPOSES A SEVERE HANDICAP ON ITSELF AND WEAKENS ITS OWN AUTHORITY. TO ALL MY COLLEAGUES IN THIS ASSEMBLY, THE DELEGATION OF BURMA WOULD PLEAD, THAT THEY KINDLY TAKE A FRESH LOOK AT THIS QUESTION."

    THE UNITED STATES BACKED THE PLAN YESTERDAY, BUT THE SOVIET UNION AND ALBANIA ATTACKED IT, DESCRIBING THE SUGGESTION AS A TIME-WASTING DEVICE.
