    INTRODUCTION: The first stone for a new international bitumen plant was laid in the Ivory Coast capital of Abidjan on Wednesday (12 January).

    SYNOPSIS: The site chosen for the new plant is near the existing Ivory Coast bitumen factory. Eventually it's hoped it will be able to produce 288,000 metric tons of asphalt. The crude for the product will come from Venezuela. Petrol, gas oil and fuel oil will also be produced for later sale. Included in the plans are storage tanks for the crude and asphalt, an asphalt manufacturing plant and power production units.

    It's planned that plant will run independently of the existing building, and it will produce its own generating needs.

    The plant is the first of its kind in West Africa and is being built by the recently established International Bitumen Company. The first stone was unveiled by the President of the Ivory Coast's Social and Economic council, M. Mamadou Coulibaly.

    At present the plans are largely subscribed to by Ivory Coast interest, but Upper Volta, Nigeria and Togo have expressed support. Delegates from those countries were at Wednesday's ceremony. The plant was suggested after the Ivory Coast government approved a large programme of road construction and improvement and it needed sufficient asphalt to implement it. But President Felix Houphouet-Boigny says it will also give other countries a chance to carry out similar programmes and to improve co-operation.
