Background: MR SELWYN LLOYD - THE BRITISH CONSERVATIVE OPPOSITION PARTY SPOKESMAN ON COMMONWEALTH AFFAIRS ARRIVED IN SALISBURY, THE RHODESIAN CAPITAL, YESTERDAY (MONDAY). HE HAS SAID THAT THE PURPOSE OF HIS VISIT IS TO ASSESS THE PRESENT POLITICAL AND ECONOMIC SITUATION IN RHODESIA IN THE WAKE OF WIDESPREAD SANCTIONS BY BRITAIN AND OTHER COUNTRIES WHICH HAVE DEPRIVED RHODESIA OF MANY OF HER MARKETS - AS WELL AS MANY OF THE PRODUCTS, INCLUDING OIL, WHICH SHE WOULD NORMALLY IMPORT.

THE DEPUTY MINISTER OF INFORMATION IN THE IAN SMITH GOVERNMENT, MR PIETER VAN DER BYL, WAS AT SALISBURY AIRPORT TO GREET MR LLOYD WHO IS THE MOST SENIOR BRITISH POLITICIAN TO VISIT RHODESIA SINCE THE UNILATERAL OF INDEPENDENCE IN NOVEMBER.

AT A NEWS CONFERENCE, MR LLOYD SAID THAT HE WAS VISITING RHODESIA AT THE REQUEST OF THE CONSERVATIVE PARTY LEADER, MR EDWARD HEATH. HE SAID THAT THE CONSERVATIVE PARTY WANTED A SETTLEMENT OF THE "UNFORTUNATE DISPUTE" BETWEEN RHODESIA AND BRITAIN AS SOON AS POSSIBLE. MR LLOYD DECLARED HE HAD NO POWER TO NEGOTIATE OR INAUGURATE NEGOTIATIONS.

MR LLOYD IS TO HAVE TALKS WITH MR SMITH ON WEDNESDAY.
