    INDIA'S THIRD GENERAL ELECTION CONTINUED FEB. 17 AT VELLORE, SOME 90 MILES SOUTH OF MADRAS, WHERE ELECTORS STREAMED INTO THE TOWN FROM OUTLYING RURAL DISTRICTS TO CAST THEIR VOTES FOR LOCAL CANDIDATES CONSISTING FOR 494 OF THE 507 SEATS IN THE LOK SABHA (LOWER HOUSE OF PARLIAMENT) AND 2,855 LEGISLATIVE SEATS IN ALL BUT TWO OF THE COUNTRIES FIFTEEN STATES.

    ALTHOUGH CONSIDERED A STRONGHOLD OF PRIME MINISTER NEHRU'S CONGRESS PARTY, VELLORE STREETS WERE FESTOONED WITH POSTERS, PLACARDS, AND BANNERS EXTOLLING THE VIRTUES OF OTHER POLITICAL PARTIES, INCLUDING THE PRAJA SOCIALIST PARTY; JANA SANGH PARTY; SWATANTRA (FREEDOM) PARTY; AND THE COMMUNISTS.

    INSIDE THE POLLING STATION, VOTERS WERE GIVEN TWO BALLOT PAPERS, PINK FOR LEGISLATIVE ASSEMBLY CANDIDATES, AND WHITE FOR LOK SABHA CANDIDATES. THESE WERE PRINTED IN THE LOCAL LANGUAGE, WITH SYMBOLS, SUCH AS THE CONGRESS YOKE OF OXEN OR THE SWATANTRA STAR, FOR THE ILLITERATES. VOTERS MARKED THEIR PAPERS IN SECRET, BUT DEPOSITED THEM IN FULL VIEW IN A SINGLE BALLOT BOX. THEIR THUMB-PRINTS WERE THEN REGISTERED IN INDELIBLE INK ON IDENTIFICATION PAPERS TO PREVENT THEM VOTING TWICE.

    BECAUSE OF DISTANCE AND THE 210-MILLION INDIANS OVER 21 ELIGIBLE TO VOTE, FOR WHOM NEARLY 250,000 POLLING BOOTHS HAVE BEEN PROVIDED, POLLING - WHICH BEGAN FEB 16 - IS BEING SPREAD OVER NINE DAYS. LABELLED THE WORLD'S LARGEST FREE POLL, THE INDIAN GENERAL ELECTIONS ARE CERTAINLY DEMOCRACY'S BIGGEST EXERCISE. THE RESULT IS EXPECTED TO FAVOUR THE CONGRESS PARTY.
