Captain Didier Ratsiraks, Foreign Minister of the Malagasy Republic, returned to Tananarive on Thursday (7 June) to a tumultuous welcome. He brought with him news of the signing on Monday (4 June) of a new agreement with France, under which French forces will start their withdrawal from Malagasy, and public building on the island occupied by Frenchmen will be vacated. This means the French will have to build a new embassy.
The question of sovereignty over the small Islands lying off Malagasy was also discussed: Captain Ratsiraka said the Island of Saints Marie off the east coast was entirely Malagasy. But the sovereignty of some of the others might have to be decided by an international court.
On financial matters, Captain Reteirake said that although Malagasy was withdrawing from the Franc zone, its currency would not be devalued against the French Franc. But there has been no agreement signed in the monetary field.
