    TRIPARTITE PEACE TALKS BETWEEN INDONESIA, MALAYSIA AND THE PHILIPPINES ARE REPORTED TO HAVE BROKEN DOWN LESS THAN 24 HOURS AFTER THE FOREIGN MINISTERS OF THE THREE NATIONS GATHERED IN BANGKOK, THAILAND, YESTERDAY (TUESDAY) FOR THEIR FIFTH ROUND OF TALKS IN NINE MONTHS.

    THE TALKS WERE AIMED AT SETTLING THE DIFFERENCES OVER THE NEW FEDERATION AND STRENGTHENING THE CEASEFIRE IN BORNEO, WHERE NEARLY 200 PEOPLE ARE SAID TO HAVE BEEN KILLED IN FIGHTING ON THE BORDER OF MALAYSIAN BORNEO DURING THE PAST 12 MONTHS.

    WHEN THE TALKS OPENED, THE MALAYSIAN DELEGATE ACCUSED INDONESIA OF VIOLATING THE CEASEFIRE DECLARED LATE LAST JANUARY AFTER MEDIATION EFFORTS BY THE UNITED STATES ATTORNEY-GENERAL MR. ROBERT KENNEDY. HE ALSO DEMANDED THE WITHDRAWAL OF IRREGULAR FORCES FROM MALAYSIAN BORNEO.

    COMMENTING ON THE FAILURE OF THE TALKS, MR. SALVADOR LOPEZ, THE PHILIPPINES FOREIGN MINISTER, SAID THAT THE MAIN CAUSE OF THE BREAK DOWN HAD BEEN COMPLETE LACK OF AGREEMENT OVER CONDITIONS OF THE CEASEFIRE. HE ADDED THAT THE TALKS HAD BEEN ADJOURNED "INDEFINITELY" ALTHOUGH ALL THE PARTIES CONCERNED HAD DONE THEIR BEST TO CHANGE THEIR STANDPOINTS.
