    WHILE THE WORLD CLAMOURS FOR PEACE TALKS BETWEEN PRESIDENT KENNEDY AND SOVIET PRIME MINISTER KHRUSHCHEV, A NEW SERIES OF DISARMAMENT TALKS BETWEEN THE UNITED STATES AND THE SOVIET UNION BEGAN IN NEW YORK SEPT 6, BUT RECEIVED VERY LITTLE ATTENTION IN INTERNATIONAL NEWSPAPERS. M. VALERIAN ZORIN, DEPUTY SOVIET FOREIGN MINISTER, WENT TO THE HEADQUARTERS OF THE U.S. DELEGATION TO THE UNITED NATIONS FOR TALKS WITH MR. JOHN J. MCCLOY, PRESIDENT KENNEDY'S SPECIAL ADVISER ON DISARMAMENT.

    IT WAS THEIR FIRST MEETING SINCE THE SOVIET UNION LAST WEEK BROKE THE THREE-YEAR OLD MORATORIUM ON NUCLEAR TESTS, FOLLOWED BY THE UNITED STATES' ANNOUNCEMENT SEPT 5 OF PLANS FOR RESUMING UNDERGROUND AND LABORATORY NUCLEAR EXPERIMENTS.

    AT THE END OF THE TWO-HOURS THIRTY-FIVE MINUTE SESSION, A BRIEF JOINT STATEMENT WAS ISSUED. IT ANNOUNCED THAT BOTH SIDES AGREED TO PURSUE THE POLICY OF SECRECY ADOPTED AT THEIR OTHER MEETINGS IN WASHINGTON IN JUNE AND IN MOSCOW IN JULY. THE MEETING WAS DESCRIBED AS "WORKMANLIKE". THE VAGUE WORDING OF THE STATEMENT WAS SUCH, HOWEVER, AS TO ENCOURAGE THE SPECULATION THAT BROADER TOPICS HAD BEEN COVERED THAN THE FUTURE CONFERENCE PLANS. IT NOTED THAT THERE HAD BEEN AN EXCHANGE OF VIEWS ON "QUESTIONS RELATING TO DISARMAMENT - AND TO THE RESUMPTION OF NEGOTIATIONS" FOR A FUTURE MULTI-NATION CONFERENCE.

    MEMBERSHIP OF THIS PROPOSED MULTI-NATION CONFERENCE HAS LONG BEEN A POINT OF DISPUTE BETWEEN THE U.S. AND THE SOVIET UNION. THE LATTER WANTS FIVE REPRESENTATIVES EACH FROM THE WEST AND SOVIET BLOCS AND FIVE NEUTRALS. THE UNITED STATES HAS AGREED TO THE FIVE-FIVE EAST-WEST FORMULA BUT PROPOSED ONLY TWO NEUTRALS WHO WOULD ATTEND AS NON-VOTING REPRESENTATIVES.

    THE TALKS WERE RESUMED SEPT 7 AND WILL BE HELD, IN ROTATION, AT THE SOVIET DELEGATION'S U.N. HEADQUARTERS.
