    Background: In the Philippines over the weekend, two Senate Leaders and three delegates addressed a symposium on President Marcos's proposed constitution.

    The symposium held on the outskirts of Manila, was being sponsored by local pressmen and was held primarily to discuss points in the proposed Constitution dealing with the future government of the country.

    The symposium was to be the last in the Philippines -- a few hours later President Marcos was to end the short-lived period of "free debate" and alert the country's armed forces to what he termed new threats to the Philippine society.

    President Marcos was also to announce new crack-downs on narcotics trafficking and stricter controls of underground publications in the Philippines.
