    The Geneva disarmament talks broke down abruptly June 27 when the delegates of Russia and her allies - Czechoslovakia, Poland, Rumania and bulgaria, - staged a brisk walk-out. A new US plan for a world disarmament treaty was coldly ignored.

    Before the walk-out - half an hour after the day's session opened - chief Russian delegate Zorin said an "abnormal and inadmissible" situation had developed at the conference because the West "continued to meet for Soviet proposals with arguments of secondary importance". It would be better to discuss the disarmament problem at the UN where other countries could participate, he said.
