    Background: The Shah of Iran yesterday (Wednesday 4 Feb.) gave the world's major oil companies until Feb 15 to put forward proposals acceptable to the Gulf oil producing countries who are demanding an increased revenue from the sale of their oil. The Shah announced this at the Teheran conference of the 10-nation Organisation of Petroleum Exporting Countries (OPEC) and promised legislation to realise the OPEC countries' demands if the oil companies did not respond before that date.

    The film shows the opening of the Extraordinary Ministerial Conference of OPEC with the Venezuelan Petroleum Minister Hogo Prez La Salvia as chairman. The OPEC nations supply 35 per cent of West Europe's oil needs.
