    PRESIDENT KENNETH KAUNDA OF ZAMBIA OPENED THE LAST SESSION OF PARLIAMENT IN LUSAKA YESTERDAY (WEDNESDAY) BEFORE THE NEW GENERAL ELECTIONS. IN HIS SPEECH, PRESIDENT KAUNDA CONDEMNED ANY ATTEMPTS AT CONCILIATION WITH RHODESIA AND URGED THE NEW PORTUGESE ADMINISTRATION TO CHANGE ITS AFRICAN POLICIES.

    IN HIS SPEECH, PRESIDENT KAUNDA SAID THAT BRITAIN APPARENTLY WANTED AN AGREEMENT WITH RHODESIA AT "ANY PRICE". HE SAID THAT THE STAND OF THE ZAMBIAN GOVERNMENT "REMAINS UNWAVERING IN CONDEMNING ANY PROPOSALS WHICH DO NOT EXPRESS IN FULL MEASURE THE RIGHTS OF THE MAJORITY IN THAT COUNTRY." HE WARNED AGAINST ANY SETTLEMENT WITH THE PRESENT RHODESIAN REGIME WHICH WOULD HAVE GRAVE CONSEQUENCES FOR BRITAIN AND THE RHODESIAN WHITES.

    PRESIDENT KAUNDA URGED THE NEW PORTUGESE GOVERNMENT OF DR. MARCELLO CAETANO TO CALL A CONFERENCE ON THE FUTURE OF THE PORTUGESE AFRICAN TERRITORIES WHICH WAS "THE REALISTIC, HONEST AND HONOURABLE COURSE FOR THE NEW LEADERSHIP IN LISBON."
    DOMESTICALLY ZAMBIA HAD MADE GREAT PROGRESS SAID THE PRESIDENT BUT THE TWO "EVILS, INDISCIPLINE AND SELF-SEEKING" MUST STILL BE FOUGHT.

    THE TRADITIONAL STATE OPENING OF PARLIAMENT WAS PERFORMED WITH CEREMONIAL POMP, WITH TRADITIONAL DANCES, A MILITARY GUARD OF HONOUR AND A 21 GUN SALUTE.
