    In Guatemala, five men were executed by firing squad after trial by a secret military tribunal on March 21. Since the coup last year which brought President Efrain Rios Montt to power, fifteen men have died in similar executions. Earlier this month, on the eve of the Pope's visit to Central America, six men were shot despite appeals for clemency from the pontiff. President Rios Montt's regime declared a state of siege in the country last July and created the special military tribunals. These have been declared "technically and juridically wrong" by Guatemala's College of Lawyers, which said they were an attack on civil liberties. According to the newspaper La Prensa Libre, the families and relatives of the five men shot on March 21 were not informed about the impending executions. Although the Reagan administration recently lifted an embargo on arms sales to Guatemala because it claimed there had been progress in reducing human rights violations, there is widespread concern on the issue. The president, who came to power on March 23, 1982, signed a decree offering amnesty to left wing guerillas, which takes effect on March 28. This move was rejected by his opponents, who claimed he was only shamming democracy. His supporters, however, looked forward to celebrations on his first anniversary and workmen hurried to complete monuments marking the event.
