    THE NEUTRALIST PREMIER WAS IN SAM NUEA, A PATHET LAO STRONGHOLD, IN NORTHERN LAOS NEAR THE NORTH VIETNAM BORDER, FOR TALKS WITH HIS HALF-BROTHER, PRINCE SOUPHANOUVONG.
