    Following a secret consistory in the Vatican, Dec. 14, at which the Pope created eight new Cardinals, papal messengers set off to 'notify' the nominees - most of whom were in Rome - of their new appointment. They will receive their Cardinal's hats at a public ceremony in St. Peter's, Rome, Dec. 17.

    The new Cardinals, whom the Pope nominated last month as "worthy of the majesty of the Roman Purple" - area Mgr. W.T. Heard, the first Scot to become a prince of the church in 150 years and hither until now Dean of the Sacred Roman Rota; Mgr. Albert Gregory Meyer, Archbishop of Chicago; Mgr. Alois Joseph Muench, Bishop of Fargo, North Dakota, and Papal Nuncio in West Germany; Mgr. Arcadio Larraona, Spanish secretary of the Congregation for Religious Orders; Father Augustin Bea, German confessor to the late Pope Pius XII; Mgr. Paolo Marella, Papal Nuncio in Paris; Mgr. Gustavo Testa, Nuncio in Berne; and Mgr. Francesco Morano, Secretary of the Apostolic Segnatura in Rome. Mgr. Marella, who will not be present at the St. Peter's ceremony, will receive the hat from President de Gaulle.
