    THE PRIME MINISTER OF KENYA, NORTHERN RHODESIA, AND UGANDA ARE CURRENTLY IN THE TANGANYIKAN CAPITAL FOR TALKS. MR. JOMO KENYATTA, PRIME MINISTER OF KENYA, WAS THE FIRST TO ARRIVE IN DAR ES SALAAM. HE WAS MET BY MR. KAWAWA, SECOND VICE-PRESIDENT OF THE REPUBLIC OF TANGANYIKA AND ZANZIBAR, AND THE EXTERNAL AFFAIRS MINISTER, MR. KAMBONA.

    MR. KENYATTA HAD ARRIVED FOR THE REGULAR MEETING OF THE EAST AFRICAN COMMON SERVICES ORGANISATION WHICH LINKS KENYA, UGANDA, AND THE UNITED REPUBLIC OF TANGANYIKA AND ZANZIBAR. HE DROVE FROM THE AIRPORT TO PRESIDENT NYERERE'S STATE HOUSE WHERE HE IS STAYING.

    WITH MR. KENYATTA, AND MR. OBOTE, IS DR. KENNETH KAUNDA, PRIME MINISTER OF NORTHERN RHODESIA WHICH BECOMES INDEPENDENT ZAMBIA ON OCTOBER 24TH. DR. KENNETH KAUNDA IS BELIEVED TO BE IN DAR ES SALAAM TO DISCUSS THE POSSIBILITY OF A RAILWAY LINK NORTHWARDS INTO TANGANYIKA FROM NORTHERN RHODESIA.

    OTHER SUBJECTS THAT WILL PROBABLY BE DISCUSSED BY THE FOUR LEADERS INCLUDE THE QUESTION OF REFUGEES COMING INTO TANGANYIKA FROM MOZAMBIQUE AND THE POSSIBILITY OF AN EAST AFRICAN FEDERATION.
