    NEW TRADING RESTRICTIONS THAT PREVENT NON-ZAMBIANS FROM HOLDING TRADING LICENSE OUTSIDE RESTRICTED AREAS, IN PRACTICE TOWN CENTRES AND OTHER RICH TRADING PLACES, CAME IN FORCE THIS YEAR. AS A RESULT, MANY ASIANS ARE CLOSING THEIR SHOPS RATHER THAN SELL OR RENT THEM.

    THE LEGISLATION HAS CAUSED CONSIDERABLE RESENTMENT AMIDST THE NON-ZAMBIAN TRADERS, AND THEIR REFUSAL TO COMPLY IS CAUSING CONFUSION IN THE SECOND CLASS TRADING AREAS OF NDOLA. THIS LEGISLATION IS PART OF THE PRESIDENT'S "MULUNGUSHI MANIFESTO" WHICH HE ISSUED IN APRIL LAST YEAR. IT CONTAINS DRASTIC ECONOMIC REFORMS DESIGNED TO GIVE ZAMBIANS GREATER ECONOMIC CONTROL OF THEIR AFFAIRS.

    THE MATTER WAS FURTHER COMPLICATED BY PRESIDENT KAUNDA'S ANNOUNCEMENT AFTER WINNING THE DECEMBER ELECTIONS IN WHICH HE SAID THAT TRADING LICENSES WOULD ONLY BE ISSUED TO MEMBERS OF THE RULING PARTY UNIP.

    THE TWO PIECES OF LEGISLATION HAVE RESULTED IN HUGE NUMBERS OF ASIANS APPLYING FOR BOTH ZAMBIAN NATIONALITY AND MEMBERSHIP OF UNIP.

    SO FAR NOT ONE LICENCE HAS BEEN ISSUED TO ANY OF THE NDOLA ASIAN TRADERS WHO PREVIOUSLY 'CONTROLLED' THE SECOND CLASS AREA.
