    PRESIDENT MILTON OBOTE OF UGANDA ARRIVED IN NAIROBI YESTERDAY (FRIDAY) TO JOIN THE LEADERS OF TANZANIA, KENYA, AND ZAMBIA FOR TALKS ON SOLVING THE NIGERIAN CRISIS. THE TALKS RESULT FROM A "PEACE FOR NIGERIA MISSION" BY THE ZAMBIAN FOREIGN MINISTER, MR. SIMON KAPWEPWE TO THE OTHER COUNTRIES.

    PRESIDENT OBOTE, WHO WAS MET BY THE KENYAN VICE-PRESIDENT, MR. D.T. ARAPA MOI, SAID AT THE AIRPORT THAT UGANDA RECOGNISED NIGERIA AS ONE COUNTRY.

    "BUT THIS DOES NOT MAKE US BLIND TO THE FACT THERE IS SOME DISAGREEMENT -- SERIOUS DISAGREEMENT -- IN NIGERIA," HE ADDED.

    THE HEADS OF STATE WOULD CONSIDER HOW BEST THEY COULD JOINTLY MAKE THEIR VIEWS KNOWN TO THE NIGERIAN LEADERS AND WHETHER THERE WAS A POSSIBILITY OF DOING ANYTHING TO HELP, HE SAID.

    THE FORMAL CONFERENCE BETWEEN THE PRESIDENTS WAS DUE TO START AT THE STATE HOUSE IN NAIROBI BEFORE LUNCH TODAY (SATURDAY).
