    FOUR UNSUCCESSFUL PRESIDENTIAL CANDIDATES TODAY (THURSDAY) ANNOUNCED PLANS TO FORM A "FRONT OF THE STRUGGLE FOR DEMOCRACY" TO CONTINUE THEIR OPPOSITION TO RESULTS OF THE SEPTEMBER 3 ELECTIONS.

    AMONG THOSE PRESENT WAS FORMER HEAD OF STATE PHAN KHAC SUU, WHO RAN THIRD.

    TEN MINUTES AFTER THE CONFERENCE STARTED, FOUR POLICE OFFICERS ENTERED AND ASKED THE CANDIDATES IF THEY HAD A LICENSE TO HOLD THE PRESS CONFERENCE. THE OFFICERS WERE TOLD THAT IT WAS BEING HELD ON PRIVATE PROPERTY AND NO LICENCE WAS REQUIRED.

    UNDER GOVERNMENT SECURITY REGULATIONS SEVEN DAYS NOTICE IS REQUIRED TO BE GIVEN FOR ALL PRESS CONFERENCE.

    THE LEADER OF THE FRONT IS CONTROVERSIAL BUDDHIST LAWYER TRUONG DINH DZU, WHO RAN SECOND IN THE PRESIDENTIAL POLLING. HE CLAIMED ALSO THE SUPPORT OF 25 FAILED SENATE TICKETS IN THE "FRONT" ALTHOUGH EXTENT OF THEIR PARTICIPATION WAS NOT YET CLEAR.

    RESULTS OF THE ELECTIONS, WON BY HEAD OF STATE NGUYEN VAN THIEU AND PRIME MINISTER NGUYEN CAO KY AS PRESIDENT AND VICE-PRESIDENT, ARE YET TO BE FORMALLY APPROVED BY THE PROVISIONAL NATIONAL ASSEMBLY WHICH HELD ITS FIRST MEETING YESTERDAY (WEDNESDAY). THE ASSEMBLY IS TO STUDY COMPLAINTS FILED BY DEFEATED PRESIDENTIAL AND SENATORIAL CANDIDATES.

    MR. DZU, AGED 50, SAID THE FRONT WOULD "CONTINUE OUR STRUGGLE LEGALLY AND WITHIN THE FRAMEWORK OF OUR NEW CONSTITUTION."
    HE ADDED THAT ITS MEMBERS WOULD "IGNORE EVERYTHING ESTABLISHED BY THIEU AND KY BECAUSE WE DO NOT RECOGNISED THEIR ELECTION."
    MR. DZU DENOUNCED THE ELECTIONS AS FRAUDULENT. HE CLAIMED THE POLL OF 35 PER CENT OF THE VOTE OBTAINED BY GEN. THIEU SHOWED THAT TWO-THIRDS OF THE POPULATION HAD EXPRESSED DISCONTENT WITH THE MILITARY GOVERNMENT, AND THAT THE FRONT EXPRESSED THIS FEELING.

    EARLIER, MR. DZU SAID HE WOULD REFUSE TO GO TO COURT TOMORROW (FRIDAY) TO ANSWER THREE SUMMONSES ALLEGING HE WAS INVOLVED IN ILLEGAL FINANCIAL TRANSACTIONS. (TWO OF THE CHARGES DATE BACK TO 1963 DURING THE REGIME OF FORMER NGO DINH DIEM. THEY ALLEGE HE EMBEZZLED FUNDS OF TWO CLIENTS).
