    The slow-moving shuttle negotiations on a Middle East peace settlement took a new turn on Thursday (2 March) when a confidential letter from Egyptian President Anwar Sadat was handed to Israeli Prime Minister Menachem Begin by United States special envoy Alfred Atherton.

    SYNOPSIS: On Wednesday (1 March) Mr. Atherton was in Egypt for talks with President Sadat. They met at Mr. Sadat's residence in Ismailia. Mr. Atherton had arrived bearing Israeli counter proposals to Egyptian ideas on a joint declaration of principles needed to get peace talks moving again. After meeting Egyptian Foreign Minister Mohammed Ibrahim Kamel, Mr. Atherton said that the main stumbling block was still the future of Palestinians in Israeli-occupied Arab territories.

    After seeing President Sadat Mr. Atherton spoke to newsmen.

    A few hours later Mr. Atherton had shuttled back to Jerusalem. he had a short meeting with Israeli Foreign Minister Moshe Daysn, after sleeping off the effects of so much travelling, and then went on to meet Mr. Begin to hand over President Sadat's letter. Later Mr. Begin declined to comment on its contents adding: "I'm sorry, this will increase the curiosity of the press, but I can't help it." Since the break-up of the Foreign Ministers' Political Committee in Jerusalem in January Mr. Atherton has been moving backwards and forwards between Cairo and Jerusalem.

    On Friday (3 March) Mr. Atherton is flying to Jordan to brief King Hussein on the latest proposals. According to Reuters he is expected to try to persuade the King to join in Middle East peace talks. Jordan's participation in negotiations over the future of the West Bank is considered vital, but so far King Hussein has remained aloof from the peace initiative.
