Background: The former Cambodian head of state, Mr. Cheng Heng, arrived in Paris today and said he would stay in France for three months. It is widely thought that Mr. Cheng's departure from the Cambodian scene is a diplomatic move to leave the way clear for a ceasefire agreement.
Mr. Cheng - one of seven Cambodian leaders on a Khmer Rouge 'death list' - told newsmen at Roissy airport that he had left Cambodia for medical treatment in France. But he added that, as a loyal patriot, he must leave the way clear for any peace negotiations.
Mr. Cheng was President of the Cambodian National Assembly when Prince Norodom Sihanouk was ousted in 1970 and became head of state for the next two years.
Mr. Cheng refused to disclose the nature of his medical treatment but said he would be making no political contacts with French officials during his stay. He was accompanied by his wife and daughter.
