    ALL BUILDING PROJECTS IN CAMBODIA HAVE COME TO A STANDSTILL AND THE BUILDING "BOOM" IS DEAD, ACCORDING TO CHINESE AND VIETNAMESE CONTRACTORS. ONE OF THE MAIN FACTORS IS THE RECENT IMPOSITION OF HIGH TAXATION BY PRINCE NORODOM SIHANOUK, THE CAMBODIAN HEAD OF STATE.

    CONTRACTORS SAID THAT FOR ONE HOUSE, THE OWNER HAS TO PAY A TAX OF 4,000 CAMBODIAN RIELS; AND EVERY SUBSEQUENT HOUSE 4,000 RIELS EACH. THIS NEW TAX WAS DESCRIBED AS "EXHORBITANT."
    WHEN THE CAMBODIAN GOVERN ANNOUNCED THE WITHDRAWAL OF UNITED STATES AID, BUILDING FINANCERS SLOWED DOWN THEIR PACE AS MOST OF THE COMPLETED HOUSES WERE TAKEN UP BY THE UNITED STATES AID PERSONNEL.
