    WALDHEIM (SEQ. 2): "The decolonisation, which has been the outstanding contribution of the international community in our time, provides the classic example of the capacity of the United Nations to bring out peaceful change. Evidently, this accomplishment would not have been possible without the vigorous backing of the non-aligned countries. Thanks to it, we have the root organisation today vastly more representative, both in its membership and in its concern, than that existed 20 years ago. Another important contribution of the non-aligned movement has been the closely-related field of dramatic development through greater equity in international economic relations. It is with the support, indeed on the initiative of, non-aligned countries that this issue has been brought to the forefront of the world's agenda."

    INTRODUCTION: The United Nations on Monday (12 October) formally observed the 20th anniversary of the first conference of the non-aligned nations. In a document released the previous week (7 October), the group accused the United States of being the major threat to world peace and prosperity. At the UN, however, speakers struck more benign notes in saluting the last 20 years of the movement's activities. A keynote speaker was the UN Secretary-General, Dr. Kurt Waldheim.

    SYNOPSIS: Secretary-General Kurt Waldheim spoke of the non-aligned movement's value in the modern world.

    Mr. Ilija Topaloski of Yugoslavia is the president of the Yugoslavia Group of the Interparliamentary Union. The first non-aligned summit that brought the movement into existence, was held in Belgrade with 25 countries attending. Mr. Topaloski said his country was honoured by the UN decision to celebrate the 20th anniversary. He warned that international relations were endangered when countries sought to divide themselves into blocs, each seeking to stress its own policies. The original guiding forces of the movement were three statesmen, now all dead: President Josip Tito of Yugoslavia, President Gamal Nasser of Egypt and Prime Minister Jawalbarlal Nehru of India. The movement was born as a third force between the two superpowers, -- the Soviet Union and the United States.

    Senor Jaime de Pinies is Spain's permanent representative at the General Assembly, and chairman of the Western European and other states group. He stressed that non-alignment, playing its neutral and bridging role, has played an important role in international affairs during the past generation. Member nations contend that the government, although it sometimes appears impotent and fragmented, presents ideas that are those of the future in a world increasingly tense and wracked by turmoil.

    One western diplomat commented recently that the non-aligned movement could be a pain in the neck to western interests, but its members had learned well their lessons from western nations. The movement has impact, having a built-in two thirds majority at the United Nations. From its original 25 members, the movement has expanded to a strength of almost 100.
