Background: The new military government of the Malagasy Republic, led by General Gabriel Ramanant???, has decided to hold a referendum. The people will be asked to approve the declaration of martial law and a state of ???. This follows severe economic problems resulting from a general strike in May. There were serious riots in which 34 workers and students died. The country has also been badly affected by adverse weather conditions this year.
The Minister of the Interior, Lt. Col. Richard Ratsimanadrava, said the decision to hold a referendum was taken to allow the people to ratify the acts of General Ramanantsoa's government. He also announced that the voting age was being lowered from 21 to 18.
