    PRESIDENT MOBUTU OF CONGO-KINSHASA RECENTLY MET WITH SEVERAL FOREIGN AMBASSADORS AND GOVERNORS OF VARIOUS PROVINCES FOR WIDE-RANGING TALKS.

    MR MOBUTU HAS ASKED THE GOVERNORS OF VARIOUS PROVINCES TO VISIT HIM AT HIS OFFICIAL RESIDENCE AT MOUNT STANLEY FOR AN EXPLANATION OF THE RECENT STRENGTHENING OF CONTROLS ON FOREIGNERS IN CONGO-KINSHASA.

    HE SAID THAT JOBLESS PEOPLE OR THOSE LIVING OUTSIDE THE LAW WOULD BE EXPELLED. THE EXPULSIONS ARE AIMED CHIEFLY AT WEST AFRICANS SUSPECTED OF ILLEGAL TRAFFIC IN DIAMONDS AND CROCODILE SKINS. MOST OF THOSE AFFECTED ARE FROM SENEGAL, GUINEA, MALI AND CHAD.

    IT WAS ALSO EXPLAINED THAT POLITICAL REFUGEES WILL BE RESETTLED AS FARMERS IN AREAS AT LEAST 90 MILES FROM THEIR COUNTRIES' BORDERS, AND WOULD NOT BE ALLOWED TO LEAVE THE AREAS WITHOUT PERMISSION.

    IN OTHER TALKS, PRESIDENT MOBUTU MET ISRAEL'S ROVING AMBASSADOR MOSHE LESSHENN FOR AN HOUR-LONG REVIEW OF THE SITUATION IN THE MIDDLE EAST. HE HAS ALSO SPENT SOME TIME RECENTLY WITH M. HAFEX HAMALI, SYRIA'S AMBASSADOR TO THE SUDAN. THEY DISCUSSED GREATER CO-OPERATION IN EDUCATION AND ECONOMIC MATTERS.

    LATER HE MET M. LEE SOO YOUNG, A SPECIAL ENVOY FOR SOUTH KOREAN PRESIDENT CHUNG-HEE PARK, WHO BROUGHT A PERSONAL MESSAGE FROM PRESIDENT PARK AND SEVERAL GIFTS INCLUDING A SOUTH KOREAN LANDSCAPE PAINTING.
