    THE NEUTRALIST MILITARY COMMANDER IN LAOS GENERAL KONG LE, WAS TODAY (MONDAY) BELIEVED TO HAVE RETREATED TO THE HILLS FROM THE CENTRAL LAOTIAN PLAIN OF JARS WHERE PRO-COMMUNIST PATHET LAO FORCES YESTERDAY (SUNDAY) LAUNCHED AN INTENSIVE ATTACK.

    CONFUSING REPORTS REACHED VIENTIANE FROM THE NEUTRALIST HEADQUARTERS.

    HOWEVER RADIO REPORTS FROM THE INTERNATIONAL CONTROL COMMISSION TEAM AT MUONG PHANH SAID THE WELL-CO-ORDINATED PATHET LAO ATTACK WAS SUPPORTED BY HEAVY ARTILLERY BARRAGES. HEAVY CASUALTIES WERE REPORTED.

    GENERAL KONG LE AND HIS 7,000 TROOPS WERE BELIEVED AT THE WEEKEND TO BE TRYING TO JOIN UP WITH MEO MOUNTAIN REBELS WHO ARE ALSO FIGHTING THE PATHET LAO.

    SOME WESTERN OFFICIALS IN WASHINGTON SAID THE SITUATION IN LAOS "HAD NEVER LOOKED SO BAD". THEY UNDERSTOOD THE LATEST PATHET LAO OFFENSIVE CAUSED MORE NEUTRALIST AND RIGHT WING CASUALTIES THAN EVER BEFORE.

    THE GOVERNMENT FORCES HAD BEEN DEFEATED IN THREE AREAS BY THE WEEKEND. ON THE BORDER WITH SIAM THE PATHET LAO WERE REPORTED TO HAVE DRIVEN RIGHT-WING GOVERNMENT FORCES FROM THEIR BASE AT THA THOM, LIKE MUONG PHANH, ONLY 100 MILES FROM VIENTIANE. WESTERN OBSERVERS IN VIENTIANE BELIEVE THAT THE PATHET LAO WERE TRYING TO MOVE DOWN A CEASE-FIRE LINE WHICH THEY DECLARED UNILATERALLY N JUNE 1962 AND WHICH WOULD GIVE THEM THREE FIFTHS OF LAOS.

    IN WASHINGTON THE AMERICAN SECRETARY OF STATE, MR. DEAN RUSK, HAS APPEALED TO RUSSIA AND BRITAIN -CO-CHAIRMEN OF THE GENEVA CONFERENCE ON LAOS - TO DO EVERYTHING POSSIBLE TO STOP THE FIGHTING.

    (SINCE THE VIENTIANE COUP STAGED BY RIGHT WING TROOPS LAST MONTH THERE HAS BEEN A LOT OF CRITICISM FROM THE PATHET LAO AUTHORITIES REGARDING THE VIOLATION OF THE 1962 GENEVA AGREEMENT ENSURING THE NEUTRALITY OF LAOS.)
