    Background: The President of India, Rajendra Prasad, officially opened the largest over International Red Cross Conference which drew representatives of 83 countries to New Delhi for Monday's (Oct 28) inaugural ceremony.

    In his opening speech, Rajkumari Amrit Kaur, chairman of the conference, welcomes the President of the Standing Commission, Andre Francois-Poncet of France, President of the International Committee, Leopold Boissier of Switzerland, and Chairman of the Board of Governors, Justice Emil Sandstrom of Sweden.

    Each of the three then spoke to the assembly, and they were followed by Indian Prime Minister, Pandit Nehru.

    One of the important draft rules to be considered at this 19th International Conference was the safeguarding of the civilian population from the ravages of modern warfare.

    One rule in particular was expected to precipitate controversy; it sought to prohibit the use of weapons whose harmful effects, resulting in particular from the dissemination of incendiary, chemical, bacteriological, RADIOACTIVE or other agents, could spread to an unforseen degree thus causing danger to civilians.
