    Bishop Remy Augustin, first Haitian to become a Roman Catholic bishop, arrived in Puerto Rico Jan 10 after being expelled from Haiti on order from President Francois Duvalier. Arrested at his Post au Prince residence earlier that same morning, he was driven by police to the airport and put aboard an aircraft bound for Buenos Aires.

    After he arrived in Puerto Rico, Bishop Augustin said: "I don't know why I was arrested or deported." He said he had no connection with any anti-Government groups in Haiti.

    His expulsion - together with four other priests - marks the second time within five weeks that President Duvalier has moved against ranking members of the Roman Catholic Church in Haiti. Archbishop had accused him of encouraging anti-Government strikes and demonstrations by students and teachers. Martial law was declared the same day.

    Anti-Government feeling in Haiti results from a decree that parents and guardians are responsible for students school attendance. Heavy fines or prison sentences are threatened for those failing to do so. The decree also obliged teachers to send in absentee lists weekly to the authorities for subsequent action.
