    EAST GERMAN BORDER GUARDS HAVE BEEN BUILDING A NEW STRETCH OF THE BORDER WALL NEAR CHECKPOINT CHARLIE IN BERLIN. ON THURSDAY, CROWDS OF WEST GERMANS GATHERED WHEN IT SEEMED LIKELY THAT THE PETER FECHTER MEMORIAL BUILT NEAR THE WALL WAS THREATENED BY THE BUILDING OPERATIONS.

    THE MEMORIAL, A BLACK WOODEN CROSS, WAS SET UP TO HONOUR FECHTER, AN EAST GERMAN YOUTH WHO BLED TO DEATH AT THE FOOT OF THE WALL IN AUGUST, 1962, AFTER BEING SHOT BY EAST GERMAN GUARDS.

    HOWEVER, THE NEW EXTENSION OF CONCRETE BLOCKS TOPPED BY BARBED WIRE PASSED ONLY 16 INCHES (40 CENTIMETRES) BEHIND THE CROSS.

    THE EAST GERMANS USED A CRANE TO DISMANTLE THE SECTIONS OF THE OLD WALL. THEY GUARDED THE GAP WITH TWO WATER CANNON AND ALSATIAN DOGS. WHENEVER CAMERAMEN APPROACHED TO FILM THE REBUILDING OPERATIONS THEY TURNED POWERFUL SEARCHLIGHTS ON THEM.

    CRASH BARRIERS HAD TO BE ERECTED BY WEST GERMAN AUTHORITIES TO CONTROL THE CROWDS SHOUTING AT THE EAST GERMAN GUARDS. WEST BERLIN DEPUTY MAYOR HEINRICH ALBERTZ HAD MADE IT CLEAR THAT THE WEST GERMANS DID NOT INTEND TO REMOVE THE FECHTER MEMORIAL TO MAKE WAY FOR THE WALL. IF THE EAST GERMANS WANTED TO REMOVE IT, THEY HAD TO DO IT "BEFORE THE EYES OF THE WORLD," HE SAID.
