    JAPAN'S NAVAL STRENGTH HAS BEEN ON SHOW IN LARGE-SCALE MANOEUVRES IN THE TSUSHIMA STRAIGHTS BETWEEN JAPAN AND SOUTH KOREA.

    LAST WEEK'S WEEK-LONG MANOEUVRES EMPLOYED A LARGE NAVAL FORCE OF DESTROYERS. SUBMARINES, PATROL BOATS, SMALL CRAFT, AND ANTI-SUBMARINE RECONNAISSANCE AIRCRAFT. DURING TACTICAL EXERCISES ALL MERCHANT SHIPPING WAS DIVERTED A SAFE DISTANCE AWAY FROM THE STRAIGHTS.

    THE JAPANESE NAVY IS EQUIPPED WITH 530 SHIPS, TOTALLING 160 THOUSAND TONS, MANNED BY FORTY THOUSAND OFFICERS AND CREW. THE SHIPS INCLUDE 39 ESCORT DESTROYERS, 10 SUBMARINES, 40 MINESWEEPERS, 50 PATROL BOATS, AND 50 LANDING CRAFT. MANOEUVRES, SUCH AS HELD LAST WEEK, TAKE PLACE AT REGULAR INTERVALS AND ARE DESIGNED TO INCREASE THE FLEET'S EFFICIENCY AS PART OF JAPAN'S OVERALL MARITIME SELF DEFENCE FORCE. THE COMBINED NAVAL, GROUND, AND AIR FORCES TOTAL 250 THOUSAND MEN.

    UNDER THE PRESENT JAPANESE CONSTITUTION THE FORCES ARE NOT PERMITTED ANY "ATTACKING" UNIT OR VESSEL, SUCH AS AN AIRCRAFT-CARRIER OR MAN-OF-WAR, BUT SUCH NAVAL DEFENCE VESSELS AS JAPAN DOES EMPLOY ARE ALL EQUIPPED WITH THE LATEST SCIENTIFIC NAVIGATIONAL AND COMBAT AIDS.

    AS THE UNITED STATES CUTS BACK ITS MILITARY ROLE IN ASIA, JAPAN IS TRAINING TO BE ABLE TO HELP OTHER FREE COUNTRIES IF THE NEED SHOULD ARISE.

    ALTHOUGH ACKNOWLEDGING THAT THIS ALERTNESS IS ESSENTIAL, THE JAPANESE GOVERNMENT HAS MADE REPEATED STATEMENTS THAT IT WOULD PREFER TO PLACE GREATER PRIORITY ON ECONOMIC ASSISTANCE RATHER THAN MILITARY. WHILE, BY WORLD STANDARDS, JAPAN'S NAVAL FLEET IS SMALL, MANOEUVRES SUCH AS THIS SHOW THAT IT IS EFFICIENT AND ALERT.
