    The United States and Panama agreed Friday (3 april) to end their eleven week old breach of diplomatic relations and to discuss promptly the differences which were climaxed by bloody rioting last January. President Johnson made the announcement at the White House.

    The agreement, reached at the OAS meeting during the afternoon, was signed at the White House. Mr. Johnson then talked by phone with President Chiaxi of Panama. Then he made the announcement.

    A short time later he designated Robert B. Anderson, former Secretary of the Treasury as a special U.S. emissary to seek an end to differences between the two nations. The agreement provided for a special emissary from the U.S. and Panama to seek to end the differences, and provided for immediate resumption of diplomatic relations.
