    President Felix Malloum of Chad had dissolved the country's Provisional Military Government and called on former guerilla leader Hissene Habre to form a new Government.

    The dissolution took place at a special ceremony in the capital, N'Djamena on the 29th of August. Mr. Habre is former Regional Administrator who studied in France. He led a rebellion of Toubou tribesmen in the Northern Province of Tibetsi. He rallied to President Malloum's Government last year. However, Frolinat rebels led by Libyan backed Goukouni Oueddei continued to fight a desert war against the Government and are understood to control large areas of Northern and Central Chad. General Malloum was officially sworn in as President at the ceremony.

    The ceremony followed agreement on a fundamental Charter on Friday (25 August) reached after month - long talks between General Malloum's Supreme Military Council and opposition groups led by Mr Harbe. Mr. Habre's guerrilla movement - the Command Council of the Northern Armed Forces agreed to a ceasefire with Government forces last September. President Malloum spoke of the new charter which will serve as the country's Constitution until a Constituent Assembly has been formed. Mr. Habre's guerilla forces will be integrated into the Chad Army.
