    REV. MOORE: IT'S NOT TOO SIMPLE - MAYBE HIS DESCRIPTION MIGHT BE TOO SIMPLE, BUT THEY ARE PEOPLE WHO ACTUALLY REPRESENT THE MINORITY OF NEGROES - THE MINORITY OF ANY OTHER GROUP - WHO ARE CONCERNED ABOUT MAKING A PROFIT OUT OF CHAOS: THEY PROBABLY CREATED AN INCIDENT, OR AT LEAST TOOK ADVANTAGE OF AN INCIDENT THAT HAD ALREADY BEEN CREATED, SO THAT THEY MIGHT LOOT AND ROB AND SATISFY THEIR OWN PERSONAL DESIRES, WHILE OTHER PARTS OF IT MIGHT HAVE BEEN BORN OUT OF THE FRUSTRATION THAT A LOT OF NEGROES HAVE BY REASON OF CERTAIN ECONOMIC DEPRIVATION.



    INTERVIEWER: WHAT ARE NEGRO GRIEVANCES IN PHILADELPHIA?



    REV. MOORE: THE NEGRO GRIEVANCE HERE IN PHILADELPHIA IS, ONE, OF 'THE FIRST TO BE FIRED AND THE LAST TO BE HIRED' - WHICH IS ECONOMIC; THE NEXT IS HOUSING - PARTICULARLY THAT OF AN INFERIOR SCHOOL SYSTEM (WHERE YOU DON'T HAVE THE ABILITY TO DO A JOB YOU CAN'T GET A JOB SO IT'S A NEVER ENDING CYCLE). YOU HAVE PARTICULARLY THE MATTER OF HOUSING WHICH TO A GREAT DEGREE CREATES A LOT OF UNREST - AND ACTUALLY THAT'S ABOUT THE MAJORITY OF THE GRIEVANCES THEY DO HAVE. AND THEN YOU HAVE THE HISTORICAL BACKGROUND OF POLICE BRUTALITY WHICH TO A GREAT DEGREE HAS BEEN LESSENED IN THE LAST TWO YEARS, THANKS TO THE CO-OPERATION BETWEEN THE POLICE COMMISSIONER AND OUR ADMINISTRATION AND WHICH HELPED TO PREVENT A LOT OF OTHER OUTSIDE MEDDLERS FROM CREATING SITUATIONS THAT THEY COULDN'T.

THREE-HUNDRED-AND-FORTY-ONE PEOPLE WERE INJURED AND NEARLY 200 ARRESTED AFTER TWO NIGHTS OF LOOTING AND HOOLIGANISM DURING WHICH A MILLION DOLLARS (GBP357,000) DAMAGE WAS DONE. MANY SHOPS AND PROPERTIES WERE PILLAGED IN AN IMPOVERISHED PART OF PHILADELPHIA KNOWN LOCALLY AS THE"THE JUNGLE". IT IS HERE THAT HALF OF THE CITY'S 550,000 NEGROES LIVE - MANY OF THEM IN OVERCROWDED FLATS THAT WERE ONCE THE HOMES OF PROSPEROUS BUSINESS FOLK.

    AFTER THE GANGS OF LOOTERS HAD BEEN BROUGHT UNDER CONTROL THE HEAD OF THE PHILADELPHIA BRANCH OF THE NATIONAL ASSOCIATION FOR THE ADVANCEMENT OF COLOURED PEOPLE (NAACP), THE REV. CECIL MOORE, WAS INTERVIEWED:
