    Richard Gordon Hatcher, a staunch Civil Rights worker, looks almost certain to be elected mayor of Gary, Indiana. He will be the first Negro mayor in the United States elected by popular vote.

    Mr. Hatcher, who is 34 years old, won the Democratic primary election for mayor on Wednesday (3 May 67). Gary, the second biggest city in Indiana, has never elected a Republican Mayor and in the past the winner of the Democratic primary election has won the general election that follows in the autumn.

    Gary, with a population of 200,000 was the scene of jubilation as Mr. Hatcher's supporters celebrated his victory. Fifty eight per cent of the city's population is Negro.
