    THE CHANCELLOR WAS DELIVERING THE FIRST 'STATE OF THE NATION' MESSAGE IN GERMAN HISTORY. HE TOLD THE BUNDESTAG IN BONN THAT EUROPE, LINKED IN FRIENDSHIP WITH THE UNITED STATES, COULD HELP TO BUILD A BRIDGE BETWEEN EAST AND WEST.

    BUT HERR KIESINGER WARNED THAT IF EUROPE SOUGHT HER FUTURE IN WHAT HE CALLED THE SOLID STRUCTURE OF A NORTH ATLANTIC EMPIRE, THE DANGER OF WORLD CONFLICT COULD BE, AS HE PUT IT, DRAMATICALLY INCREASED.

    THE WEST GERMAN LEADER ALSO MADE A NEW MOVE TOWARDS BRIDGING THE DIFFERENCES WITH EAST GERMANY, REFERRING TO HIS EARLIER OFFERS OF TALKS AND FOR THE FIRST TIME OFFERING TO INCLUDE THE POSSIBLE EXCHANGE OF DECLARATIONS RENOUNCING THE USE OF FORCE.

    ON VIETNAM, THE CHANCELLOR TOLD THE MEMBERS OF PARLIAMENT THAT WHATEVER THEIR VIEWS ON VIETNAM, THEY COULD NOT HOLD THE UNITED STATES EXCLUSIVELY RESPONSIBLE FOR THE WAR THERE.
