    North Vietnam's top peace negotiator, Le Duc Tho is in Paris for what could be the final round of talks on settlement of the Vietnamese conflict. He arrived at Le Bourget after visiting Peking and Moscow. On his arrival he said Hanoi was still determined to abide by the provisions of the peace agreements made in Paris last month Le Duc Tho added that if the U.S. really desired a settlement through negotiations, it should stop the bombing and end the flow of weapons to South Vietnam.

    The Hanoi spokesman said his government was determined to abide by the provisions of the peace agreement made in Paris last month. Mr. Tho was relatively moderate in his remarks, by comparison with a recent Hanoi statement which calls on the U.S. to sign the agreement rapidly and asserts that North Vietnam would resist and change in its substance. Mr. Tho used the word negotiations several times; but he said, if the U.S. really wanted a settlement through negotiations, it should and the bombing and the current flow of weapons to South Vietnam.
