    THE LEADERS OF FOUR EAST AFRICAN COUNTRIES DECIDED ON A COMMON COURSE OF ACTION OVER RHODESIA AT THEIR SUMMIT IN NAIROBI THIS WEEK BUT GAVE NO DETAILS. THE LEADERS AT THE SUMMIT WERE PRESIDENT KENYATTA OF KENYA, PRESIDENT NYERERE OF TANZANIA, PRIME MINISTER MILTON OBOTE OF UGANDA AND VICE-PRESIDENT KAMANGA OF ZAMBIA.

    THE LEADERS WERE ACCOMPANIED BY CABINET MEMBERS, MINISTERS OF STATE OF FOREIGN MINISTERS. THE FIRST ITEM ON THE AGENDA WAS THE FORMS OF PRESSURE THE FOUR COUNTRIES MIGHT BRING TO BEAR ON BRITAIN FOR A TOUGHER STAND AGAINST THE BREAKAWAY COLONY.

    AFTER DISCUSSING THE RHODESIA CRISIS, ROUTINE TALKS WERE HELD ON IMPROVING THE EAST AFRICAN COMMON SERVICES -- AMONG THEM THE RAILWAYS, AIRWAYS AND POSTAL SERVICES.

    PRESIDENT NYERERE SAID AFTER THE SUMMIT THAT RHODESIA'S INDEPENDENCE DECLARATION WAS BRITAIN'S CONCERN. HE WENT ON: "THE REBELLION IS A REBELLION AGAINST THE BRITISH AND OBVIOUSLY WE CANNOT BE EXPECTED TO BE DISCUSSING HOW TO HELP BRITAIN RE-ESTABLISH THE COLONIAL AUTHORITY IN RHODESIA."
    HE SAID BRITAIN HAD CLAIMED LOUDLY THAT RHODESIA WAS HER RESPONSIBILITY. "WE NATURALLY ARE WAITING TO SEE WHAT BRITAIN IS GOING TO DO," THE PRESIDENT SAID.

    DR. OBOTE TOLD REPORTERS THAT THEY WANTED TO SEE ACTION. BRITAIN, HE SAID, HAD LET AFRICA DOWN. BRITISH ACTIONS SO FAR ON RHODESIA HE DESCRIBED AS RIDICULOUS. BRITAIN COULD NOT SEEK TO IMPOSE SANCTIONS WHILE AT THE SAME TIME CLAIMING TO BE THE CONSTITUTIONAL GOVERNMENT OF RHODESIA, HE SAID.
