Background: PARIS STREETS WERE ALMOST DESERTED ON NOVEMBER 28 WHEN THE CITY'S TRANSPORT SERVICES JOINED THE 24-HOUR STRIKE OF FRENCH STATE-OWNED INDUSTRIES THAT HAD CAUSED A DAWN-TO-DUSK STOPPAGE OF GAS AND ELECTRICITY SERVICES.

THE UNUSUALLY LIGHT TRAFFIC IN THE STREETS OF THE CAPITAL AND ONLY A FEW CUSTOMERS FOR THE ARMY LORRY AND MOTOR COACH EMERGENCY SERVICES APPEARED TO CONFIRM THAT MANY HAD STAYED AWAY FROM WORK.

SHOPKEEPERS ALSO CHOSE THAT DAY TO PROTEST AGAINST RECENT STATEMENTS BY M. MISSOFFE, THE SECRETARY OF STATE FOR INTERNAL COMMERCE, IN WHICH HE IS SAID TO HAVE RAISED DOUBTS ABOUT THE HONESTY OF BUTCHERS AND OTHER SHOPKEEPERS.

THE 'CONFEDERATION GENERALE' - THE SMALL SHOPKEEPERS UNION - CALLED A MASS MEETING AT PLACE CLICHY AND ASKED MEMBERS TO DRIVE THEIR CARS THERE AT ABOUT THREE MILES PER HOUR. THEIR ATTEMPT TO IMPEDE PEAK-HOUR TRAFFIC AT MONTMARTRE WAS A FAILURE.

SOON AFTER 4 A.M. THE STREET LIGHTS OF PARIS CAME ON AND GAS PRESSURE RETURNED TO NORMAL - THE DAY'S STRIKE OF RAILWAY, GAS AND ELECTRICITY WORKERS AGAINST THE GOVERNMENT'S WAGE RESTRAINT POLICY WAS OVER. BUT IN THE EVENING THE UNDERGOING STATIONS WERE STILL CLOSED. SUBURBAN LINES WERE NEARLY ALL SILENT AND DESERTED.
