    President Sangoule Lamizana of Upper Volta has announced plans for a new national constitution based on 'cohesion, unity and solidarity'.

    SYNOPSIS: The President made the announcement on Thursday (5 August) in Ouagadougou, the nation's capital, at a ceremony to mark the country's 16th anniversary of independence.

    "We need to re-define the shape of our society," he said in an address to the nation. In particular, Upper Volta needed to abolish sectarianism and regionalism, he added. A special commission has been formed, charged with drawing up a new constitution. In 1966, after six years of unrest and civil disorder under a civilian regime which banned all opposition parties, the army intervened and deposed President Maurice Yameogo, who had ruled since independence. General Lamizana -- then a Lieutenant-Colonel -- led the army intervention. He suspended the constitution, and formed a government.

    Initially, President Lamizana said he would return power to a civilian regime as soon as possible, but later announced that he could not reconcile differences between opposing political factions.

    At Thursday's ceremony veterans of the Upper Volta's 1,700-strong army were decorated for services rendered. The army forms the basis of rule in the country -- one of the world's poorest -- enforced by a gendarmerie of a thousand men and a national guard of twelve hundred. The army holds power at regional as well as national level. The 1970 constitution is still suspended, as is all political activity. Freedom for trade unions, the press and religious worship is officially guaranteed.

    President Lamizana did not say when the new constitution would be introduced.
