    THE WESTERN EUROPEAN UNION MINISTERIAL COUNCIL OPENED A TWO-DAY MEETING IN THE HAGUE TODAY (TUESDAY) TO DISCUSS WORLD TOPICS.

    BUT IT WAS EXPECTED THAT BRITAIN'S DETAILED CASE FOR JOINING THE EUROPEAN COMMON MARKET WOULD DOMINATE THE CONFERENCE.

    BRITAIN'S FOREIGN SECRETARY, MR BROWN, WAS NOT AT THIS MORNING'S OPENING SESSION BUT SPOKE AFTER THE LUNCH INTERVAL MR BROWN TOLD THE COUNCIL THAT BRITAIN WOULD SPARE NO EFFORT TO BRING ENTRY NEGOTIATIONS TO A SUCCESSFUL AND SPEEDY CONCLUSION. HOWEVER, THE WIDER INTERESTS OF EUROPE MUST PREVAIL IN NEGOTIATIONS.

    THE FOREIGN SECRETARY STATED THAT BRITAIN WANTED TO KEEP THE ENTRY NEGOTIATIONS AS SHORT AS POSSIBLE "SO THAT WE CAN START WITH YOU IN THE COMMUNITY AT AN EARLY DATE".

    THE W.E.U. COUNTRIES ARE BRITAIN, FRANCE, WEST GERMANY, ITALY, BELGIUM, HOLLAND AND LUXEMBOURG. ALL OF THEM, WITH THE EXCEPTION OF FRANCE, ARE BEING REPRESENTED BY THEIR FOREIGN MINISTERS.. THE FRENCH MINISTER, M. COUVE DE MURVILLE, IS ABSENT IN ACCORDANCE WITH HIS RECENT PRACTICE OF NOT ATTENDING W.E.U. COUNCIL SESSIONS. HE IS BEING REPRESENTED BY HIS DEPUTY, M. ANDRE BETTENCOURT. THE MEETING IS ALSO BEING ATTENDED BY LORD CHALFONT.RECENTLY NAMED AS BRITAIN'S CHIEF COMMON MARKET NEGOTIATOR.
