    THE SECRETARY GENERAL OF THE PARTY, MR. ANDRE RESAMPA, IN HIS OPENING ADDRESS CRITICISED WHAT HE DESCRIBED AS THE RACIST POLICIES OF MR. IAN SMITH, THE REBEL RHODESIAN LEADER.

    M. RESAMPA ALSO ASSURED PRESIDENT PHILIBERT TSIRANANA, FOUNDER OF THE SOCIAL DEMOCRATIC PARTY, OF THE PARTY'S CONTINUING SUPPORT FOR HIM.

    PRESIDENT TSIRANANA, IN HIS FIRST SPEECH SINCE HE BECAME ILL IN JUNE, SAID HE WOULD TRAVEL TO FRANCE NEXT WEEK FOR SPECIALIST TREATMENT.

    THE CONGRESS IS BEING ATTENDED BY MEMBERS OF THE DIPLOMATIC CORPS AND REPRESENTATIVES OF FOREIGN SOCIALIST PARTIES.
