Background: Foreign Minister Selwyn Lloyd of Britain briefed a meeting of the Council of the North Atlantic Treaty Organisation in Paris July 22 on the progress of the Geneva Four-Power talks.

Among members arriving for the meeting at NATO headquarters in the Palais de Chaillot were those from Turkey, Portugal, West Germany, the United States and Secretary-General Paul Speak.

After the meeting, Mr. Lloyd returned to Geneva where the Soviet Union this week gave an undertaking not to take any unilateral step over Berlin pending the result of further talks.
