    Military commanders from fifteen American states met in the Uruguayan capital, Montevideo, on Monday (20 October) for the eleventh annual conference of American armies.

    Conference sources, reported by Reuters, said the main aim of the week-long meeting -- which is being held in private -- is to co-ordinate anti-subversion polices throughout the American continent.

    Uruguayan army chief, General Julio Vadora, President of the session, told delegates that the fight against international Marxism constitutes "a second war for American independence".

    He warned his colleagues from Argentina, Brazil, Bolivia, Colombia, Chile, Ecuador, El Salvador, Honduras, Nicaragua, Panama, Paraguay, Peru, the United States and Venezuela that the continent was being bombarded "with a political campaign of distortion and misinformation".

    All the participating states -- with the exceptions of Argentina, Colombia, El Salvador, the U.S.A. and Venezuela -- are ruled by military regimes or governments with open military backing.

    However, as they cover a wide ideological spectrum...from extreme rightwing authoritarianism in Chile and Paraguay to active Third World nationalism in Panama and Peru, delegates are expected to find it difficult to agree on the exact nature of the "subversive threat".
