    THE FINAL SESSION OF THE SIXTH CONFERENCE OF THE ORGANISATION OF AFRICAN UNITY (OAU) ENDED AT DAWN YESTERDAY (WEDNESDAY) WITH A CALL FOR THE SUSPENSION OF HOSTILITIES IN NIGERIA AND THE IMMEDIATE OPENING OF PEACE-TALKS.

    THE FINAL SESSION OF THE SIXTH CONFERENCE OF THE ORGANISATION OF AFRICAN UNITY (OAU) ENDED AT DAWN YESTERDAY (WEDNESDAY) WITH A CALL FOR THE SUSPENSION OF HOSTILITIES IN NIGERIA AND THE IMMEDIATE OPENING OF PEACE-TALKS. BUT BEHIND-THE-SCENES INITIATIVES LED BY TANZANIA'S PRESIDENT NYERERE DID NOT APPEAR TO HAVE ACHIEVED ANY IMMEDIATE RESULT.

    THE RESOLUTION ON NIGERIA, A MAJOR HURDLE OF THE CONFERENCE, WAS LEFT TILL LAST, AND WAS FINALLY APPROVED BY THE 41 MEMBER NATIONS (WITH FIVE ABSTENTIONS) AT 3.30 A.M. AFTER A 5 1/2 DEBATE. AN HOUR AND A HALF LATER THE CONFERENCE ENDED.

    THE FIVE COUNTRIES WHICH ABSTAINED WERE THE FOUR WHICH RECOGNISE BREAKAWAY BIAFRA -- GABON, IVORY COAST, TANZANIA AND ZAMBIA -- PLUS SIERRA LEONE. THE FOREIGN MINISTER OF SIERRA LEONE, MR. C. P. FORAY, SAID HIS DELEGATION WAS DISMAYED THAT GENERAL GOWON, THE FEDERAL NIGERIAN LEADER, HAD SO PERSONALISED THE DISCUSSION AND GIVEN SO LITTLE GROUND THAT IT COULD NOT SUPPORT THE RESOLUTION.

    DELEGATION SOURCES QUOTED GENERAL GOWON AS DESCRIBING BIAFRAN LEADER ODUMEGWU OJUKWU AS A THIEF AND A RASCAL AS WELL AS A REBEL.

    THE RESOLUTION "APPEALS TO THE TWO PARTIES TO PRESERVE IN THE OVERRIDING INTEREST OF AFRICA THE UNITY OF NIGERIA". DEBATE ON THE NIGERIAN QUESTIONS WAS LEFT AS LATE AS POSSIBLE TO ALLOW MAXIMUM TIME FOR TOP SECRET BACKSTAGE DISCUSSIONS.

    EARLIER THE CONFERENCE HAD PLEDGED SUPPORT FOR THE UNITED ARAB REPUBLIC'S EFFORTS TO REGAIN TERRITORY OCCUPIED BY ISRAEL IN 1967. IT ALSO SUPPORTED A MORE GENERAL RESOLUTION CALLING OF THE WITHDRAWAL OF FOREIGN TROOPS FROM ALL ARAB TERRITORIES OCCUPIED IN THE SIX-DAY WAR.

    THE CONFERENCE HEARD A FINAL SPEECH FROM EMPEROR HAILE SELASSIE OF ETHIOPIA BEFORE IT WAS CLOSED BY ITS CHAIRMAN, PRESIDENT AMIDJO OF CAMEROUN.
